Comrade Tong Zeng,

I am writing to you because today I read an article entitled “Pursuing Justice from Japan” from Shenyang Daily and learned that you’ve done much work to pursue justice for civil victims of the anti-Japanese war.

I am reporting a crime that the Japanese army committed. My uncle was an ordinary civilian, but as he offended the Japanese in the anti-Japanese war, he was thrown into a cage of dogs by the Japanese and bitten to death. I want to know if I am entitled to demand compensation from Japan for my uncle’s death and what materials are required. Please take time to reply. Thank you.

Best regards,

Meng Fangui
