On 16th of the eighth lunar month, 1942, the Japanese soldiers burned up a large number of houses in Bailongqiao Town of Jinhua County. Teng Yongxi, Wang Zhongquan, etc. suffered serious property loss, and claim for compensation from Japan.

As time is limited, I’ll just say it straight out. I misspelled “photo” as “photography” in my letter of claim due to pressing time constraints. I am afraid you may misunderstand the meaning, so I am writing this letter to inform you of that. Please promptly correct my mistake as a misspelling in a letter of claim will affect the whole letter. Thank you.
Besides, I’ll provide a brief report on the evidence of the Japanese army’s crimes during Japan’s war of aggression against China. I plan to do my best to help you until you win the (compensation) cause. I’ve walked over 10,000 kilometers to collect evidence at my own cost. In fact, I’ve spent nearly 1,000 yuan and I am having some economic difficulties. But I am determined to collect evidence from all victims of the entire Jinhua County. The victims’ suffering is my suffering and the people’s happiness is also mine. I will devote all I have to the people. Comrade Tong Zeng, please help me and I will not make you suffer losses. At about 9 pm on lunar August 16, 1942, the then invading Japanese army committed horrible crimes including arson, murder and capturing war prisoners. They burned public houses of the villagers in Rangchang Village, Bailongqiao, Jinhua, Zhejiang, including 9 front buildings worth RMB 63,000, 6 bungalows worth RMB 36,000, 7 back buildings worth RMB 49,000 and 3 public incense halls (buildings) worth RMB 21,000.
The then invading Japanese army has brought a great disaster to the Chinese people by violating the laws of war and humanitarian principles, which cannot be compensated with anything. At that time, they made Chinese refugees live an inhuman, homeless life. Japan’s war of aggression against China between 1931 and 1945 has caused unbearable suffering of Chinese people, the dead of millions of Chinese people, the injury of over 20 million Chinese people and the loss of over 100 billion USD. So, the Chinese people are entitled to claim for compensation against Japan in accordance with international laws. According to the Yalta Agreement, Cairo Declaration, Potsdam Proclamation and the Geneva Protocol signed on June 17, 1925, the defeated country launching a war of aggression shall make necessary civil damage compensation to the winning country. “There is a legal basis for damage compensation.” “It’s our right to claim for damage compensation.” “We claim for damage compensation because we shall forget the suffering of our people.” “It’s just to claim for damage compensation.” “It’s of great urgency to claim for damage compensation.” I demand the central government and the National People’s Congress to support the people’s good son Comrade Tong Zeng in pursuing justice for the people and I kindly remind Japan of its responsibility to respect international laws.
