For many years we haven’t exchanged correspondence, hope that you still remember me. Encouraged by your spirit, I had some other victims of the Biological warfare who are filing compensation litigation against Japan. The following is an introduction of the details:

In 1992, we exchanged three letters (back then I was in the countryside of Pi County, Jiangsu Province, and returned to Yiwu after retirement), on June 5, in the same year, you mailed a signature form for compensation from Japan to me. I collected approximately 10000 signatures, made 10 copies and mailed to various relevant departments in China and Japan. On June 5, 1992 I wrote a letter to Wan Li, Chairman of the NPC Standing Committee. I reported the miserable condition of 403 deceased victims of the Bacteria War in Yiwu Congshan Village, houses of 176 households were burned, and requested support from the Central Government, and gave assistance to civilians to file litigation against Japan and to seek justice. On October 8, 1994, I drafted a joint complaint signed by two village chiefs, who were on behalf of victims demanding apology and compensation from the Japanese government. I filed these signed complaints to the Japanese courts (a copy was mailed to you). In August 11, 1997, the Japanese Tokyo local Court accepted this case. On February 16, 1998, it opened court session for the first time, up till now it has opened court session for 15 times, by the end of this year it would open court session twice. The defendant Director General of Japan’s Defense Agency never acknowledged the crime before, but, this time, in the Court of Japan, he acknowledged the Japan’s waging the Biological war in China. According to opinion from the public notary, the litigation has completed 70%, judging from the actual proceeding and feedback from attending journalists, it is expected we will win the litigation in the first half of next year.

Our litigation has spread from Congshan Village to the entire Yiwu City, Ninbo, Dongyang, Jinhua, Quzhou, Lishui, Yunnan, and Changde, the number of victims of this bacteria war has reached 100,000.

At Linshan Temple, the living site for experimentation on human body, we built a memorial pavilion for bacteria war victims, the names of about 1,126 persons in the entire Yiwu City were engraved on the granite monument. China’s first bacteria war relic site was under construction with an investment of 1,200,000. We were prepared to display the bacteria war documents from all provinces, cities and counties, along with educational bacteria war seminars. Large seminars were held at the Memorial Museum of Chinese People’s Anti-Japanese War in Beijing, and one in Shanghai. Seminars of smaller scale were held in Yiwu for five times. We had invited delegate of experts, professors, and celebrities from Japan, the US, and Hong Kong, along with journalists from mass media and victim representatives. Each time the seminar was reported by local TV stations.

Recently, I wrote an article entitled “Sino-Japanese Relation and Expectation in the Eyes of An Chinese Old Man who Deeply Suffered from the Bacteria War”. It was published in Japan, and I attach one of the copies for you to read.
