How have you been?

You are truly a man with Chinese spirit. Before we were liberated, I often considered some “Chinese people” as foreign slaves, stooges of foreign countries. I mentally refused to admit they were Chinese. True Chinese people are those striving to pursue justice and make our country stronger and our people richer. Your behavior has inspired me. My determination to demand compensation grows stronger as I grow older. The evil Japanese behavior will be punished at the proper time. I am not doing this not for my benefit. Actually, I will donate 50% of my compensation to the welfare programs and spend the rest on a cause of long-term significance. It will be cause with a starting point of pursuing justice and enabling a true Sino-Japanese friendship for generations to come. Efforts for world peace will definitely succeed through the realization of causes like this!

After receiving the petition for compensation form sent by you on June 5, I’ve done what I should to support this initiative. Below is a summary of my actions in this regard. This is very difficult without the support of the local government.

I printed over 30 copies of the petition at my own cost to show the compensation information to the local government, but they replied, “This is an article, not a legal document. If there it is such a good thing, you can easily get signatures from millions of people without great effort. Some government officials learned the lesson from previous news articles and were afraid that someone might report them for sabotaging Sino-Japanese friendship and disrupting public order. Later, I wrote a report to the county government demanding their support, but I haven’t received a clear reply yet. On July 24th, I printed over 10 copies of the article from the Jinhua Daily of June 30, 1992 titled “Wave of Civilian Compensation” and subtitled “Proper Compensation for Damages” with the content such as “A commoner submits a proposal to the National People’s Congress and a report to the Japanese Prime Minister out of concern for the Chinese victims and his call is responded by thousands of people.” I will send a copy to the county government and hope to get the support of the communist party.

We petitioners are ordinary citizens without social status but we are trying to uphold the dignity of the country. On July 19, I went from Pi, Jiangsu to Chongshan, Jiangwan, Yiwu at my own cost. It’s an area where the invading Japanese army performed bacterial experiments on humans in 1942. Over 1,000 people from three villages died and nearly 2,000 houses were burned down. I looked for the village officials to for negotiate with them; they were quite emotional. I printed more copies of the compensation petition that day and got 534 signatures (including several proxy signatures because the true victims are illiterate old men who insisted on proxy signatures). As it’s busy farming season, we decided after discussion that the village representatives will make a report a few days later to the municipal government demanding support. I left Yiwu on 25th and returned to Pi. I will make greatest effort of my life to complete this task of claiming compensation.

I hope that we can make greater contributions to the people, our country and the humans’ justice and happiness!

I’ve written a letter and want to have it printed in a Japanese magazine. Please correct the letter and send it to a Japanese publishing house after making the proper changes. Attached is a 2-yuan stamp.

<p style=”text-align:center;”>A Strong Demand for Compensation from the Japanese Government</p>

We charge the invading Japanese army with the heinous crimes of conducting bacterial experiments on humans.

We are an old couple who have greatly suffered from the Japanese bacterial experiments. Below is our description of our suffering at the hands of your military forces:
I am Lou Yuehua, female, 64, born at Beimen Street, Yiwu, Zhejiang. On one day in June 1941, a Japanese plane flew through the residential area at a low height, spreading plague bacteria. About a week later, the plague began and the residents began to die. My 45-year-old mother, Zhu Hefeng, was strong and healthy, but she died four days after catching the plague. Two maids that were hired while to take care of my mother while she was sick and they both died in two or three days. On one day in July of the same year, Japanese planes dropped incendiaries over the plague area, killing our male helpers Wang Longyun and Wu Jingui. These bombs also burned 10 houses made of brick and tile.
Due to the loss of people and property, and compensation for the death of maids and helpers to their families, my family’s life plummeted into poverty and desperation. My older brother went to another province to work and to make a living. My father died, and my younger sister and I left our hometown. It’s well known that children without parents suffer a lot. After the invading Japanese army caused a disaster for my family, I got an eye illness. Due to the lack of treatment caused by poverty and the absence of care by my parents, my right eye went blind, causing me great pain..
13 family members of my uncle by marriage, Meng Jiujin, were killed by the bacterial weapons of the Japanese army. Nine Japanese soldiers took turns to rape the wife of our neighbor Mr. Meng, and forced her mother-in-law to kneel on the ground and watch the rapes. When seeing her daughter-in-law dying, the mother-in-law begged the Japanese soldiers to stop and she then blacked out. The Japanese soldiers grabbed her hair and lifted her head up to make her watch but she resisted. When the ninth Japanese soldier finished raping her daughter-in-law, he put his penis to the mouth of the mother-in-law and forced her to lick it clean. She angrily bit his penis and the Japanese soldier bayoneted her in the chest. Both the mother-in-law and daughter-in-law were killed by Japanese soldiers.

I am Wang Huanbin, male, 65, born from Chongshan, Jiangwan, Yiwu, Zhejiang. I am the husband of Lou Yuehua. My hometown was occupied by the Japanese army on April 7, 1942. Chongshan became another village where the Japanese army conducted bacterial experiments on humans. On about September 20 of the same year, Japanese planes flew over the village at a low height, spreading plague bacteria. About a week later, people began to die. The Japanese army lured people away from the village by the ruse of offering to cure their disease, but in fact they held the people in Linshan Temple 1km away from the village to perform gruesome medical experiments on them. An 18 year old girl, Wu Xiaonai, was tied to a chair and blindfolded. She had her belly opened and her heart, lungs and ovaries taken out. Some other women’s uteruses were removed. In the two months the Japanese conducted the medical experiments, 386 people were tragically killed, including 19 families. After the bacterial experiment stopped for a while, over 100 Japanese soldiers surrounded Chongshan Village before dawn of November 16 and set fire to the houses in the name of preventing the spread of the plague. Over 400 houses were burned down, including 6 of my family’s homes. I escaped from the house in such a hurry that I didn’t have time to put on shoes. My family left our hometown without even a bowl and a pair of chopsticks to beg for food with. Later, I escaped to North Jiangsu and my younger brother to Xinjiang. We are both old now and want to go back to our hometown to live the rest of our life with our countrymen, but where is our house? We strongly demand the invading Japanese army to compensate us for our losses. Based on the injuries to me and my wife, the death of 5 of our family members due to the bacterial experiments, and the burning down of 16 houses, we demand a total compensation of 310,000 USD from the Japanese government.

It’s been over 50 years since World War II. Through joint efforts, the Chinese and Japanese governments and people have established a friendship. We hope the Sino-Japanese friendship will last for generations.

I believe that the Japanese government and people understand us. There is an old Chinese saying that reasonable people are lenient to others. China gave up war compensation to enable a long-term Sino-Japanese friendship and reduce the burden to the Japanese people. Now, Japan has grown into an economic power.
The actions of the American government demonstrate the merit of our demand. The Americans of Japanese heritage demanded compensation against the American government for their illegal incarceration during World War II and each of them received a compensation of 20,000 USD and a sincere apology letter from President George H. W. Bush. We firmly believe that the Japanese people will support us and the Japanese government will accept our demand for civilian compensation. We hope the Sino-Japanese friendship will last for generations.
