Comrade Tong Zeng,
I’ve read several times the article entitled “Pursuing Justice from Japan” on the fourth page of Digest Weekly of February 3, 1993.
I hereby demand compensation from Japan according to the speech by the Chinese Foreign Ministry spokesperson in which he said that civil victims of the Second Sino-Japanese War can directly demand compensation from Japan.
I was born in Liuzhankui Village, Jiabanzhan (Bin’an), Bin, Heilongjiang and am the younger brother of victim Qu Huanzhang.
On August 26, 1936, the invading Japanese army killed five innocent farmers including Qu Huanzhang, Old Min and Deng Fu in my village. Deng Fu was first wounded and then captured and burned alive by the Japanese army. As I am not quite sure about the details and don’t know about the law, let alone the international law, I sincerely ask for your help according to the above facts. It’s reasonable to demand damage compensation from Japan. The above facts are recorded in the chronicle of Bin County and are traceable. I am incompetent to handle the matter myself, so I sincerely plead for your help.
If you are willing to help me, please tell me and I will send the detailed materials to you.
Wish you success in your work.
Attached is a stamp.
Qu Huanchen
